Application Developer — Contract

Positions Available: 2

Location: Remote (occasional on-site meetings required; no travel reimbursement provided)

Rate: Dependent on experience

Experience Level: 5–7 years (Computer Science/MIS degree with 3–5 years' experience also considered, or equivalent combination)

About the Role

We're sourcing two Application Developers on behalf of a client undertaking a multi-year modernization initiative to retire legacy technology and transition to a unified, cloud-native environment. The organization serves a large membership base (200,000+ individuals) across hundreds of partner institutions, making this one of the largest technology modernization efforts of its kind in the state.

The initiative centers on building a modern, Azure-hosted administration system that integrates with existing member- and employer-facing portals. The technology stack includes Angular, REST APIs, Azure SQL Managed Instances, Azure Function Apps, Power BI, and a document management/process automation platform (currently in evaluation).

Current program state:

- Legacy systems have completed migration from on-premises hosting to Azure (as of May 2024)

- The member-facing portal was modernized in July 2025

- IT resources are supporting legacy systems while simultaneously building the modernized replacement

- A project charter and SDLC are established and in active practice

- The environment and foundation for modern applications is nearing completion

Program goals: full retirement of legacy platforms, reduced manual work and errors, faster turnaround times, improved document workflows, stronger security posture, greater system resilience, and lower long-term maintenance costs.

What You'll Do

- Perform all aspects of application development, including coding, unit testing, documentation, code reviews, and submitting pull requests for client staff to review

- Develop, enhance, and maintain application components that meet functional and technical requirements

- Develop APIs, system interfaces, and automation workflows

- Develop clear, actionable user stories and help maintain a prioritized backlog

- Translate technical specifications into maintainable, production-ready software

- Collaborate closely with technical staff, business analysts, testers, and project managers

- Manage multiple development tasks and meet established timelines

- Communicate complex technical concepts clearly to both technical and non-technical audiences

Additional Knowledge & Experience

- Modern application development frameworks, programming languages, and secure coding practices

- Software development lifecycle (SDLC) methodologies, including Agile

- Business process analysis, functional design principles, documentation standards, user story development, and acceptance criteria definition

- Familiarity with legacy system architecture, dependencies, technologies, and integration points

- Ability to deliver high-quality work with minimal defects

Additional Notes

- This is a government contract role; travel expenses are not reimbursed per state purchasing regulations

- Candidates should be comfortable with a hybrid cadence including required in-person meetings as needed
